Partly as a result of poor weather conditions, the situation on the ground was relatively calm. At around 1800 hours, the VRS fired 16 shells into a densely populated center in Srebrenica. The Dutch battalion commander conveyed his assessment of the scene to his superior at UNPROFOR Sector North-east headquarters in Tuzla. He related that in the past days the VRS had been shelling populated civilian areas of Srebrenica, and openly and deliberately attacking UNPROFOR and ARBiH positions. He also expressed concerns about the state of supplies in the enclave. "I conclude this appeal on behalf of the population of the enclave of Srebrenica, and ask for assistance by any means, ground and air." It seems that neither the text nor its summary reached the UNPROFOR command.
